The Federal Reserve Board, in its .lanuary bulletin, declares that "the most encourag¬
ing feature of the business situation is that a positive foundation apjiiirently has been es-
tablislied upon whieli to build development during 1922. (lovernor Harding believes that the
country as a whole has passed safely fiie points of danger entailed in after-war deflation.
