Government Removes Building Restrictions
Permits Necessary on Operations (]osting Over $25,000—Coal May
Now Be Used in Manufacture of Materials
W.\SHINGTON, Nov. 14.—The War Industries
lîoard has removed many of the restrictions upon
building activities and there is iJruinise of further
action of similar importance to the building industries in
a telegram sent by Chairman Baruch to Mayor Hylan.
The Fuel .A.dministration has removed all restrictions
upon the use of fuel in the production of the principal
building materials.
In making the new ruling the W ar Industries Board
issued the following comment on its ofificial action:
"The \\ ar Industries P.oard began today a modification
of the restrictions whereby it has controlled .American in-
dustrv in the interest of the nation's war ijrogram. As
laid (Íown by Chairman Baruch in a published announce-
ment Nov. 8, it will be the policy of the buard gradually
to lift various restrictions and curtailments, with thc
view of bringing about as lírnniptly as possible a retuin
to normal conditions.
"In the modification of the curtailinents imposed on the
inanufacture of certain commodities. the board has adopted
the method of reversing the processes of the Priorities
Committee. and there is announccd today a list of com-
modities in respect to vvhich the curtailnient is modified.
"Hearty approval has been given by the Council of
National Defense to modifications of the regulations gov-
erning non-war construction, ;ind the council requested
that immediate and widespread publicity be given them so
that, to the extent now permitted, building operations
might be speedily resumed."
Following is the text of the orders of the W'ar Indus-
tries Board:
A\\ of the rules, regulations, restrictions, and directions
embodied in orders and circulars issued by the Priorities
Division of the War Industries Boajd are continued in
effect subject to the foUowing modifications:
Section 1.
Section 5 of revised Circular 21. issued by this division
as of date Oct. 15, 1918, dealing with non-war construc-
tion is hereby amended so as hereafter to read as follows:
Section .5—Construction projects not requiring pennits
or licenses from non-vvar construction section. Construc-
tiun projects falling vvithin the following classifications
are hereby a])pruveil. and no ])eriiiits or licenses vvill be
required therefur froni thc non-vvar construction section,
^ 1—Construction i^rujects ai)i)ri)ved in writing by the
Facilities Division of the War Industries Board.
2—.'^ill fariii and ranch buildings. structures, ur ini-
])roveinents.
^—All bui'dings, structurcs, roadways, plaiit facilities,
or other cunstruction i^rojects of every nature vvhatsoever,
unrlertaken by the United States Kail'road .\dininistration.
or by any rail or water transportation company. organiza-
tion, or utility, (vvhether or not under the direction of
,such administration.) or by the .American Railway Exj^ress
Company, or by the owner or oj^erator of anv teíegraph or
telephone line.
4—The constructiun, inaiiitcnance. iniproveincnt ur de-
\eli)pment by Federal, State ur municipal authorities of
highvvays. roads, bnulevards. bridges. streets, parks. and
playgrounds.
5—The constructiun. extension, improvement, inaiii-
tenance or repair of any public utilitv, inckiding vvater .su])-
p'y systems, sewer syst'eins, light aii'd povvcr facilities, and
street and interurban railvvavs.
6—Construction. extensiun ur rej^air uf all irrigatiun
and drainage ])rojects.
7—Constructiun projects connected with the extension,
e^l)ansion or development of mines of everv character
whatsoever or comiected with the production <-ind refining
of mineral oils and of natural gas.
8—The con.struction, alteration or extensinn, or repairs
or additions to plants engaged principallv in pruducing,
milling. rehning, prc.scrving, refri,gcrating m storing foods
and feeds.
9---The cunstructinn uf new ur the alteration or ex-
tcnsion of existing schoolhouses, churches, hospitals.
;ind Federal, State, or municipal buildings involving in
the aggregate a cost not e.xceeding $25,000.
10—The construction of new buildings or structures not
einbraced in any of the foregoing classifications, or the re-
pairs or additions to, or alterations or extensions of, exist-
ing buildings or structures, in either case involving in the
aggregate a cost not exceeding $10,000.

cmbraced in any of the foregoing classifications, or the
repairs or additions to, or alterations or extensions of
existing buildings or structures, in either case involving in
the aggregate a cost not exceeding $25.000; when approved
in writing by the State Council of Defense or its duly
;iuthorized representatives.
12—Buildings begun prior to Sept. 3, 1918, where a
substantial ])i)rtion i^f the building has already been con-

Section 2.
.\1I liinitations on the production of building ma-
terials, iiicluding brick. cement. lime, hollow tile, and lum-
ber are hereby removed, and the materials so produced
iiiav be sold and delivered for use in connection with any
building project for which no permit or license is required
under Revised Priority Circular 21, as further revised by
Section 1 hereof, or to any project authorized by permits
or licenses issued in pursuance of said circular. .Â.11 lim-
itations upon the j^roduction or use of lime or crushed or
pulverized limestone in any form for agricultural uses are
licreby removed.
Section 3.
Restrictions upon industries and manufacturers in their
production. or in their consumption of materials for com-
inodities hereafter in this section enumerated, as such re-
strictions are expressed in orders and circulars issued by
this division are hereby so modified that such restriction's
for the respective periods provided for in such several
orders and circulars shall be less than the restrictions to
the extent of .50 per cent. of such restrictions. The com-
modities referred to are as follows:
.Agricultural iinplements and farm operating equipment,
iiĸ'luding tractors; road machinery; coal, coke, and wood-
iiuniing, couking and heating stoves and ranges; gas
ranges, vvater heaters, room heaters, hot plates. and appli-
ances; oil and gasoline heating and cooking devices; elec-
trical heating and cooking devices and appliances; black.
galvanized and enameled vvare and tin plate household
ujjtensils; refri.gcrators; ice cream freezers; washing ma-
chincs; clothes vvringers; family sewing machines; electric
v;icuuni cleaners; nietal beds, cots, couches, bunks, and
nietal springs for same; boilers and radiators; baby car-
riages ; <:orsets ; bicycles ; electric fans, (including motors) ;
builders' hardware; padlocks; stepladders; scales and bal-
ances; rat and animal traps; talking machines, (including
inotors and accessories) ; talking machine needles; clock-
\v;Uches and c!()cks; vvatch movements and watcli cases;
h;in(l stamping and marking devices ; safes and vaults ; lawn
nii.wers; pottery; pocket knives and similar products;
linoleum; rag felt floor covering; sporting goods; glass
bottles and glass jars; tin plate; pianos, including piano
players; automatic ])ianos, and parts; pneumatic automo-
bile tires ; passeiiger automobiles ; cash registers.
.Vothing herein contained shall be construed to release
any indusiry or manufacturer from the strict observance
uf tlie ruĩes and regulations of the Conservation Division
'if the War Industries Board as applicable to su.ch industry
or nianufacturer.
.Section 4.
Dealers (wholesale and retail) in ravv materials, semi-
hnishcd aiid finished ])i-oducts arc hereby relieved froin the
uhligatiun to givc and require pledges relating to such
comiiiodities, notwithstanding any provision for pledges
in aiid order or circu'ar heretofore issued by the Priorities
Division, and notvvithstanding any stijnilation in any pledge
that they will rc(|uire pledges from those vvho bûv from
